weekly IPL (was Who has a big QTEMP?)

At the last place I was at, they did it weekly.  But that habit was started
when we were V2R3 and just never changed.  I was under the impression that
now we should rarely have to IPL.  That's why I'm so surprised by this
temporary space oddity.
