Create a new library and compile the new logicals into it pointing to the
existing physical.  Make sure you set your access path size to be what you
want.  Now when you can get an exclusive lock on the LF in production,
delete it and move the new one into production.  The move only takes a
fraction of a second.

Choice two, create a physical in the new library and start mirroring the two
files via triggers on the production copy.  Write a program to read all the
records from production and write/update the new copy.  Create all the LF in
the new library after you have the files in sync.  When you can get your
exclusive lock on the production physical, move it and all the logicals to a
third library in NO library list and move the new copies into production.
Verify the data is in sync and delete the old copies.

Hope you have the DASD to do all this.  By the way, is the physical keyed?
If so, can you create a logical with the same key, yet the correct access
path size?  This will enable access path sharing when you convert the PF to
use the new access path size thus be a real fast change.  When done, you can
delete the duplicate LF.
