Oh darn, we seem to agree. 

A friend of mine is a consultant whose specialty is what he calls "house
file," i.e. customer data base stuff.  He has done contract work for over
ten years for a former employer.  This company is an early adopter.  Over
the years he's worked on at least five large projects intended to replace
the systems he designed.  He didn't need to sabotage any of them.  They all
collapsed under their own weight or exploded on their own.  In every case
the problem was that the people in charge of the projects had a very hazy
understanding of the business needs and the people doing the implementation
were, as they say, only following orders.  So far they're still stuck with
their unsightly "legacy" systems.
