The sender's ISP is a good first step (check the headers in the email, use tracert if you can't figure out where it came from, ping can also be helpful). The US Federal Trade Commission also accepts complaints at uce@ftc.gov, although they don't do much unless there's a LOT of complaints, but if you CC the spammer, it may get his attention.
