Just yesterday I was using CHGPF to change some fields (add one, drop
one) and it would work against the empty file we use as a template, but
even answering with an 'I' it did not change a file that contained
data.  V3R2

I could swear I've done this on V4R4 and it did change the populated
file.
If you're at V3R2 you may want to check your job log, you may see the
message that file not changed.
