Do you have the newest BRMS group PTF? I had a similar problem, though I do
not have the tape library, and it seemed to fix the problem. One other
thing I did is after the PTF, I re-ran the INZBRM command for *DEVICE. I am
not sure which of the two fixed my problem, but I hope this helps.

I have 2 3509's in a 3494 that when I do a save to  them from BRMS, after
the job is done and the tape is unloaded the drive that  was used will stay
active for apx. 15 minutes. Then it will finally go to  operational.  This
is a problem because multiple systems use these drives  and they cant
access them until the drive goes to operational, which is a real  waste of
time.   Supportline doesn't understand why this is happening  they say that
nothing in BRMS or OS/400 should be causing this.


Any help would be greatly appreciated.
