The best way to guarantee save of QUSRSYS objects is to have the system in restricted state during the save.

Our system runs a SAVLIB *Allusr overnight, and the clp ends sbs QSNADS before starting the save. However, I got messages in the job log Cannot allocate object for file QAOSSS18 in QUSRSYS and many more files. Does anyone know what subsystem might use this. File text is OS/400 Document Library File. File not in use right now. I thought I fixed all these problems. Did load latest cum for 4.4 a week ago.
Also, sometimes PM/400 files have shown up as in use. Without dedicated system, any way to be sure all gets saved & no messages.
