Are you sure the modem works???
Maybe its not configured correctly, or the dip switches are not set
properly.
Have you tried to use the modem on a PC just to see if it dials?
Does the phone line at the jack have a dial tone?
Sometimes its the simplest problem that gives us the most headache.
