Obviously the hardware is working so it must be a software problem.  Try to
print one of your duplex jobs, WRKWTR and look at the job log (F17?)  There
should be some messages in the job log explaining why the 400 refused to
duplex the job.  If not, then I would look at the device description.
Perhaps you need a WSCT to properly send the "duplex this" command to the
printer.
