Yes, it can be looked up.  The Pentasafe software can 
do this.  I don't know how.

The TAATOOL solution does it a different way.  It uses 
the QPWDVLDPGM to trap new passwords and write them to 
a file.  Anyone changed with CHGUSRPRF is not logged.  
I use my QPWDVLDPGM to propagate passwords to remote systems.

We also wrote a command, which adopts authority, called 
RESETU.  The help desk people can run this to reset a 
users password back to their user profile and set them 
to expired so they have to change it upon signon.
