Dave,

maybe I'm missing something, but then again, maybe you are. :-) In the
example you gave in the first message the default number of users was set to
1. What I said was you had to exceed this number in order to trigger the
grace period. The length of the grace period is not relevant. If at any
point in time you have no more than one licence requestor active, the Grace
Period will never even start!

Now you're saying you set the default number of users to 0. That should have
changed the picture. The product installed, if you then request a licence
through an API before adding licence keys, you would trigger the grace
period switch. At least, that's how it works for me. And I tested it for all
OS releases from 4.1 to 4.4.

And by the way, yes, you are right, when in the grace period, there is no
restriction on the number of licences granted, default user limit playing no
role at that time.
