I did it at a previous employer, and if I remember the magic incantation (I may not) it was simply a matter of removing "delete" and "update" data access to the qsysopr message queue. for *public. The net effect was that user jobs could add messages to the queue, and users could view the queue, but they couldn't answer or remove messages.
