        Some telnet packages, Client Access being one of them, have an auto-reconnect feature which will re-establish a dropped tcp/ip connection, which would give you the effect you are seeing.  If you go to the top of the CA screen and click on Communication then Configure, you'll see the auto-reconnect check box.

While investigating my QINTER *SBS lock-up (which still happens), I have
noticed some QPADEV's that have a status of 'SIGNON DISPLAY', when I vary
them off, they mysteriously vary themselves back on, and return to 'SIGNON
DISPLAY' status; this is not someone else on the system having a game with
me !

Is there an option somewhere to set this characteristic on a CA session, or
on a particular devd ?  The users who have sessions like this are mystified
too.  The QINTER subsystem job has a 'HELD' lock on them.
