The hex-value will be shown in different ways (i.e. different characters),
depending upon a number of things.

1. Code page of the file
2. Code page of the display device use to view it
3. Code page of the userprofile signed on
4. Code page of the...

The hex value BA is the left square bracket in EBCDIC code page 037 (US) and
the caret in EBCDIC code page (one of many) 285 (UK)

You might want to take a look at the National Language support manuals...
