We have this once in awhile.  I would do a WRKCFGSTS.  If it is FAILED I always 
report it to IBM.  It is a quality issue that they should resolve.

Hello friends..
                I submitted for SAVLIB(*ALLUSR). I got the break message "Device
description TAP01 is not usable at this time" during the time of backup. When i
go for help,

Recovery:    Vary the device off and then on.

Technical description:  A machine interface instruction has failed to complete
causing device description TAP01 to become partially damaged. The vertical
licensed internal code log entry identifier is 02003CAF.

     The job was ended abnormally. Then i vary off the device TAP01 and vary on.
Again i submitted the job. After that the job was completed normally. What would
be the problem?.
