For simple email requirements you can use the SNDDST (Send Distribution)
command. It is documented pretty well in the AS/400 Electronic Mail
Capabilities Redbook. You need to set up SNADS and SMTP. The Redbook
covers this pretty well.

For more functionality you can use the QtmmSendMail API. It is also
documented in this Redbook, I believe. It lets you specify the MIME
message headers yourself. There is no support for base64 encoding,
however, so you are limited to text style MIME attachments. You can
create your own base64 encoding routines, but this is not for the faint
of heart. I believe there is some shareware on the News/400 site
(http://www.news400.com). 

Then there are the Mail Server Framework APIs. Make out your will, kiss
your children goodbye, and hope for the best if you decide to go this
route. These APIs are documented in the AS/400 System API Reference.

Lastly there are commerical email products. I like NetSend best, maybe
because I wrote it <g>. It supports MIME attachments of all kinds and
entirely bypasses the AS/400 SMTP servers which are cranky (that's about
as diplomatic as I get). More information here: http://www.net400.com.
