You didn't mention whether you could Telnet to the AS/400 from your PC.  Have 
you tried running a TRACERT from your PC to the AS/400?  This should tell you 
if you are going out to the internet.

When your PC was upgraded, did you get assigned a new IP address?  To verify 
your IP address, type WINIPCFG at your PC.  Check your AS/400 to make sure that 
you're not being denied access based on your IP address.  To do this, type 
CFGTCP and then choose option 2 (Work with TCP Routes).  You should either have 
a default route to the router you come in on, or you should have your IP 
address hard-coded.
