Looks like you're getting close to having the open() API work.  Do you want
to translate ASCII to EBCDIC?  If so, you might try code page 819 rather
than 437.

If I specify O_WRONLY, O_CREAT, O_TRUNC it works but doesn't do the
translation.

If I specify O_WRONLY, O_CREAT, O_TRUNC, O_TEXTDATA, O_CODEPAGE and specify
437 as my code page, it fails with ERRNO 3021.
