problems w/the Perl on the AS/400

We have successfully installed the perl environment on an AS/400 running
IBM's HTTP server in so far as we can get scripts to run from the qshell
environment. However, when trying to execute a script via CGI, the error
receive is:

Error 500

Internal error: execve() failed.

Has anyone encountered this error message? If so, how was the problem
resolved.
