I've (well 10 years ago) checked out the rules for this. At least here in 
Denmark it is
formally a decision taken every year by the Minister of Internal Affairs (?) 
when and if
to introduce DST, allthough we of cause every year 'decide to do' as everybody 
else in
EU and only once since the first introduction of this period had changed the 
rule for
when to do it.

But that does not change indicate that Rochester should not introduce two new 
sysval's,
adjustment and date-rule/time to adjust.

Btw - there is a little routing in the News/400 shareware list
http://www.news400.com/resources2/code/shareware/index.html (the only other 
Danish
contribution apart from my routines) with a code example of how to do it.
