This is what the 11-3 means.
If you start at 11 and press enter, 11 enter, 12 enter, and so 
on.  The next ?10? numbers will help IBM determine diagnostics.  
For example, if it was a disk problem then one of the other 
problems will tell them which drive, and so on.

If this is part of a normal IPL may I recommend upgrading to V4R4?  
V4R4 will tell you, in words, what IPL step is going on.  It displays 
this on the system console.  Takes away the fun of trying to browse 
reference manuals to determine the codes as a method of passing the 
time during an IPL.
