Yes, after doing some digging on the AS/400 Redbook site I found that out.
As I see you can have only 1 *LOCAL RDB but Multiple Remote RDB's.

Actually, depends on your system name.

You see, the AS/400, or more specifically, OS400, treats the entire machine
as one database. Not multiple. The library names are the "schema" or owner
names in more traditional systems. Only one instance occurs on OS400.
