Hello Jeff,

Assuming you have enough storage to load the entire file then it probably will 
help.  
I recall some comments about performance deterioration if the file is updated 
frequently.  

You don't need to run SETOBJACC for each job.  The AS/400 shares main storage 
(even 
in private pools) so stick the file in a private pool and all jobs will 
reference it 
from main storage.

Create a subsystem with a private pool large enough to hold the entire file.  
(700,000 records * 1100 bytes = 734MB)  Start the subsystem to allocate main 
storage.  
Run SETOBJACC once from some job (the start up job perhaps?) specifying the 
private 
pool as the target for the load.

Run the application and see if the users notice any improvement.  Run the 
performance 
tools to measure actual improvement.
