Try moving your welcome page to /htmlsrc/webpages/ then set the Welcome record in your QATMHTTPC file member for your server configuration to /htmlsrc/webpages/welcome.html.

that will still map everything to the welcome.html file. I think you meant:
pass /* /htmlsrc/webpages/*
