Because your telling it to go to the welcome page no matter what you send to
it.  :)

Try 
Pass /* /htmlsrc/webpages/*

assuming you put your html pages in the /htmlsrc/webpages directory.

Why does the browser always bring up IBM provided sample home page event I
point to my specif homepage? I have following in my HTTP config file.

Pass /  /htmlsrc/webpages/welcome.html 
Welcome   welcome.html
AlwaysWelcome  on
