When I ran Rumba, this is the commands in my CL that I used:

 STRPCCMD   PCCMD('J:\APPS\RUMBA\AS400\RUMBAFIL.EXE +
              O:\HLPDSK\INC.RTO') PAUSE(*NO)

It's been some time since I had to write a CL program that downloads an
AS400 file to a PC. I'm using Rumba's file transfer to download a file. What
