FW Spool Authority/Security Management on AS/400-V4R4M0

I've tried to change object attribute AUTCHK(*DTAAUT) and authority with
GRTOBJAUT; but every user continues to access to the OUTQ. Why ?

N.B. I've made the same operation on V4R1M0 and its working well.
