I don't think that you can specify drive letters when trying switch
directories.  The FTP server is going to be seeing some drive/folder
combination as the root, and everything is relative to that.  It sounds you
need to change what that root is, bearing in mind that if you change the
root and other things are using the server as it is now, they will be
busted.
