I posted the exact same problem yesterday.  You will probably notice that
your FTP server is NOT starting after you execute the STRTCPSVR *FTP
command.  Look at your submitted jobs, you will see the FTP server job
submitted, however it is ended.  The job name will be something like
QTFTPxxxxxx.  Check the job log and you will see an error related to a
problem related to retrieving exit point info.  I am going to call IBM
software support today to see what is going on.  Looks like a bug to me.  I
will post the resolution when I know something.

I got following error when starting an ftp session after STRTCPSVR was
executed.
I have an AS400 720 with OS V4R4M0.
TCP/IP has been configured. An ftp session to another remote host is
possible but not
to the local host which is the AS/400.

Cannot connect to host xx.xx.xx.xx at address xx.xx.xx.xx. Try again
later
