I have heard the following about commitment control and activation groups:

  When commitment control is used in different activation groups ... You
will share the same level
   of data base synchronization and shared resources IF AND ONLY IF  the
open of the Data Base Files
   is used for the *JOB (*JOB = *all activation groups).
