Rob is correct that RMTCMD will work for users who are LMTCPB(*YES)
users, and you are correct that the FTP remote command will not work
for LMTCPB(*YES) users as of V4R2.  The distinction is that Client
Access RMTCMD uses the *RMTSRV server which is a function of DDM and
not FTP.  

IBM did the right thing when they changed the FTP remote command
function so that it respects *LMTCPB(*YES),  but FTP was still fairly
young on the AS/400 so they could get away with it.  I don't think
they will ever be able to 'fix' DDM because it's legacy on the AS/400
is older and fuller.  

I hate to sound self serving, but basically the only way to block DDM
remote command (whether it be from a Client Access PC or any other DDM
capable host) is to use exit programs.
