The distinction is that Client Access RMTCMD uses the *RMTSRV server which is a function of DDM and not FTP. IBM did the right thing when they changed the FTP remote command function so that it respects *LMTCPB(*YES), but FTP was still fairly young on the AS/400 so they could get away with it. I don't think they will ever be able to 'fix' DDM because it's legacy on the AS/400 is older and fuller.
