You can use the QUSRJOBI API (Retrieve Job Information).
The JOBI0300 format contains the date and time that the job was put on the job 
queue in system timestamp format.

See the Work Management API manual for more information.

Got a request this morning from a colleague to ask this esteemed group...

Is it possible to retrieve the date that a batch job was submitted ("entered
the system")?  This is NOT necessarily the same as the job date, which is
the date the job actually runs.  We have a situation where a job gets
trapped in the job queue and need to know at execution time when the job was
actually submitted.

RTVJOBA does not have the date the job "entered the system".
