There is a way to recover.  Write yourself a quickie RPG program that
program describes a input file 528 bytes wide, and an output file 528 bytes
wide.  OVRDBF the input file to your (now) PF.  Create a save file and
override the output file to that.  Call the RPG program and it will copy the
PF records into the *SAVF.  From there you can do the RSTxxx.

The alternative is to either create the save file first, or use this
solution posted by Brian Dietz (search the archives for the words FTP SAVE):

You DON'T need to create the save file first.  You will need to get into
the alternate naming first though:
ftp>bin
ftp>namefmt 1
ftp>put /qsys.lib/LIBRARY.lib/SAVEFILE.savf
/qsys.lib/LIBRARY.lib/SAVEFILE.savf
