From an ILE perspective they are the same thing and are called with the same mechanisms. An RPG "program" compiles to a procedure, and in the V3R1 version there was only one user defined procedure per compilation unit. So when they decided to allow multiple procedures per compilation unit they decided to give them the a different name and Subprocedures i.e. non-main procedures seemed to fit the bill. The primary differences from an RPG perspective are that a subprocedure by default has automatic variables (i.e. they are created on each call), can optionally have static variables, and can return a value.
