The difference between the two methods, is CHGSYSLIBL adds (or can remove)  a
library to the system portion for your job only (as well as batch jobs that you
submit from that changed job).  Al's method of changing the system value, 
changes
it for all jobs.  It actually does this for all new jobs, it does not change 
jobs
that are already active on the system.
