Hmmmm ... Not directly ... but you COULD write a "DIF" file and download that. On second thought, there are other ways; you can output to HTML (from within RPG) and Excel and directly read that, formulas included. You write a CGI program on the 400 (you can use RPG, no problem) and then set up a "Web Query" for Excel, the URL pointing to the CGI program. The results show up in the spreadsheet, formulas and all.
