In our office, we have a similar setup. The Client Access connection actually points at the IP of the firewall, and the firewall does port-forwarding to the internal IP of the AS/400. Example: Firewall has public internet IP of 204.15.6.25 AS/400 has internal IP of 192.168.2.100 Client Access is configured for TCP/IP connection, with server IP of 204.15.6.25 Firewall takes all port 23 requests (plus a few others) and forwards them to 192.168.2.100 on the internal LAN.
