Anything using query constructs cannot access MBR(*ALL). Remember that SQL is _supposed_ to be a cross-platform utility, although some features are not supported across all platforms. IBM is the only platform that supports the member concept. To oversimplify it, OPNQRYF is pretty much a glorified front-end to SQL.
