I'm a little confused... The port 23 "they" (your provider) are using to set up your DSL line should be the IP of your DSL router (your default gateway) and not your AS/400, so that shouldn't cause any conflict at all. If your provider is blocking port 23 on your AS/400 they are doing something wrong, IMO. Are you sure your telnet is working on your AS/400? Have you tried "TELNET LOCALHOST" on your AS/400 and see if you can get a log in screen? (To get out of it, hit system request, then 99). This just doesn't sound right to me.
