Instead of using 14 from PDM, issue the following command:
SBMJOB CMD(CRTRPGPGM PGM(QGPL/TEST))
JOBD(PRODJOBD)
INLLIBL(*JOBD)
where PRODJOBD is your job description containing the production library list
