Yes you can do this.  You need to have the PC communicating with the AS400
some how though.  Have you performed any TCP/IP socket programming?  You can
have a program running on the PC waiting for a connection from another
computer, the AS400 in your case.  Do you have a program on the PC that
looks for a file in a network drive?  If so you can have Netserver running
on the AS400 and map a drive to the PC, assuming it is running WINDOZE.  The
AS400 would then put the file into the shared Netserver drive.

I have a question.  Without using client access, is there a way to
automatically initiate a PC job from the 400?  We used to use the presence
of a file in a folder
to kick off a PC job but that not longer works or seems to be an option
(unless
there is just something "broken" with it).  But, I am on the AS400 side

lot of PC experience.
