Chuck, Even if the files being created have NO logical files and only a few fields there would be a huge hit for this. All the I/O that goes into creating the file, reserving space, setting authority, updating the system database tables etc. Consider this: Every try restoring a source file with say 5000 members? Takes FOREVER and it runs NO WHERE NEAR tape rated speed even on a very large system, meanwhile the disks are scrambling! Restoring a member has somewhat less impact than an entire file.
