You might need to adopt authority.
I wrote a command called RESETU for use by our helpdesk when people forget 
their passwords.  It does
CHGUSRPRF PASSWORD(*USRPRF) PWDEXP(*YES)
Forbids changing anyone starting with Q, or a few key others here.

program(any kind) without user intervention?
