Re: Version 4.4 IPL steps

I looked at these commands and they say that they do not run across an IPL.  
This delay has been seen on every IPL since we upgraded and that was been at 
least 6.

DSKBAL goes away in V4R4, to be replaced by STRASPBAL functions.
