Hi Olduare,
 
The problem is with the AS/400 ethernet card.  When it loses the network connection, as in someone pulling the network wire out of the hub, the card go into fail mode. When the connection comes back, it comes back on running at the lowest speed. 
 
If you have prior notice of a network down, de-activate the TCP/IP on the Ethernet card, vary off the card, wait for the network to come back on, and reverse the procedure.  Then everyone will keep the nice, high-speed connection.

I have a situation here with my network environment.  My AS/400 CLIENTS (all PCs) runs very slow every time the network goes down and restarted by the network guys.  I have to restart all my AS/400 servers including the ETHERNET card to get the system back to normal speed.  Has anyone experience this situation or is this normal?  I thought the system should be back to normal once the network is back running (AUTO SENSE).  Any advice will be appreciated.
