It should not be so long. I would suggest to check memory pool
configuration. Pool configuration could be reset during upgrade.
If system is thrashing, it would explain the delay.
You may check history log, especially after message 'Subsystem QCTL
started' - or whatever controlling subsystem is - and look at timing
of
mesages there.

As the system performs an IPL, SRCs appear on the control panel. The
SRCs indicate the status of the IPL and are often useful in problem
analysis. The following list provides information on the IPL process and
shows some SRCs (in numeric order) that can appear during an IPL.
In SRCs of the following formats: C1yx xxxx, C3yx xxxx, or A1yx xxxx, y
indicates that a 'special' IPL is in progress and can have one of the
following values: y = 'B', 'C', 'D', or 'F':
B = CPM Recovery IPL
(pre-dump)
C = CPM Recovery IPL (post-dump)
D = Main Store Dump in progress
F = MFIOP Reset/Reload in progress
