You don't really need to create an extra subsystem for this sort of thing. Just submit them to QSYSNOMAX and they will run in QSYSWRK, which is intended for the sort of thing you describe. At V4R4 there is also a QUSRWRK subsystem, which would be even more appropriate. As to why your jobs fail, that is unlikely to be related to the subsystem, though it's not impossible. You need to investigate the joblogs and any dumps they produce. If you're not seeing anything useful in the joblogs change the jobs (or their job descriptions) to have LOG(4 0 *SECLVL) LOGCLPGM(*YES).
