RE: LIMITING Programmer ACCESS TO LIVE DATA

Create a *TEST library for the individual. Then create an initial program
which puts the programmer into debug mode (STRDBG).  This allows him/her to
access test libraries, but not update production libraries. You also have to
change the authority of the ENDDBG command to *exclude the individual.
