You should always use a separate program.

I see that Rob posted a copy of QSTRUP.  The only change is that you need to
add STRSBS QUSRWRK to your startup program.  This is a new subsystem
designed for running certain server jobs.  If QUSRWRK is not running, these
jobs will run in QSYSWRK but will not use pre-start jobs, so there will be a
performance hit.

I have custom startup program and did not make any changes going from V4R3
to V4R4 except adding that STRSBS command.

I did change the configuration to not autostart the *VPN and *MGTC servers
since we don't need them.  The attempted start of the *VPN server was giving
error messages in QSYSOPR but it was just a nuisance, it wasn't hurting
anything else.
