Yes.  The change to QCENTURY is caused by a change to QDATE.  You cannot change QCENTURY using the CHGSYSVAL command.
The system value QCENTURY is changeable in you are in an ambiguous year, like 28 through 53.  My suspicion is that there are not many systems currently running in those years.  Many thanks to Bruce Vining from IBM for noting that fact and calling me.

The initial design criteria for QCENTURY was to have been that it wasn't changeable,  which is when it was taught to me.
